We received our spiritual faculties at the time of our salvation. It is our responsibility to develop these by spending quality time with the Lord, and by cultivating their use.
Isaiah 40:31 - "...But they that wait upon the Lord shall renew their strength; they shall mount up with wings as eagles; they shall run, and not be weary; and they shall walk, and not faint"
To "wait upon the Lord" means that you actively "wait" in His presence (come apart, become quiet, and look up in an attitude of expectancy and worship), until all earthly activity ceases and you are lifted up into the activity of the spiritual realm, where your spiritual being is edified and developed.
To develop your spiritual hearing you must wait in His presence, believing with expectancy that your spiritual hearing will improve, and you will more clearly perceive His presence and hear His voice. Expect to receive more revelation about His purpose for your life.
John 6:63 - "The Spirit alone gives eternal life. Human effort accomplishes nothing. And the very words I have spoken to you are spirit and life."
